Despite electric vehicles (EVs) making up only 1.3% of car sales in 2022, the sector’s potential is vast, with over a million EVs sold in FY 2022-2023 and projections pointing to a $113.99 bn market by 2029. Union Budget 2025-26 Allocations for the EV Sector

Finance Minister Nirmala Sitharaman presented the eighth Union Budget 2025-26 on 1st February, 2025. It emphasises the government’s sustained push to make electric vehicles more affordable through increased allocations for EV-focused schemes and significant tax relief on critical minerals for lithium-ion battery manufacturing:

  1. No budget outlays have been made to the FAME scheme and the Electric Mobility Promotion Scheme for 2025-26. FAME Phase II, which focuses on EV purchase incentives and supporting charging infrastructure, continues operationally (having started in 2015), fresh funding is not included in the 2025-26 budget.
  2. The budget proposes an allocation of Rs. 4,000 cr. for the Prime Minister Electric Drive Revolution in Innovative Vehicle Enhancement (PME-DRIVE) scheme in 2025-26. This allocation is significantly higher than the allocation of Rs 1,870.76 cr. to the scheme in 2024-25.
  3. The budget proposes an increase in allocation from Rs. 346.87 cr. in 2024-25 to Rs. 2,818.85 cr. in 2025-26 towards the PLI scheme for Automobiles and Auto Components.
  4. The budget exempted Basic Customs Duty (BCD) on key materials like cobalt, lithium-ion battery scrap, lead, zinc, and twelve other minerals. It also reduced import duties on battery materials, helping make EVs more affordable. The government expanded capital goods exemptions, adding 35 items for EV battery production to boost the local supply chain.
