What is CSC Digital Seva Portal?

The government launched the Common Service Centre (CSC) under the Digital India Programme to smoothly deliver essential public utility services to Indian citizens. CSCs are also known as Digital Seva Kendra. These are developed by the Ministry of Electronics and Information Technology.

Through the CSC Digital Seva Portal,


  • Citizens can avail various G2C, Business to Business (B2B), and Business to Consumer (B2C) services
  • Citizens can apply for various certificates and access government services
  • Individuals, and students can apply for different schemes and exams

Objectives of the CSC Scheme

Following are the objectives of CSC Digital Seva:

  1. Establish a self-sustaining network of CSC centres in 2.5 lakh Gram Panchayats of India.
  2. Deliver a large bouquet of G2C e-services through a single platform.
  3. Promote the government’s social and welfare programs.
  4. Offer services to private sectors as well.
  5. Increase the sustainability of Village Level Entrepreneur (VLE) by sharing the maximum commission with them.
  6. Create new rural employment and encourage rural entrepreneurship and women’s participation as VLE. 

Registering for CSC

The CSC Digital Seva scheme is implemented in the Public Private Partnership (PPP) framework. This means that you can register yourself under CSC and open a portal in your region if there isn’t one. You need to meet certain criteria to register for the portal.


Structure of the CSC Scheme

The Public Private Partnership (PPP) model is based on a 3-tier structure:

  1. The State Designed Authority (SDA) is responsible for managing and implementing CSC services across the state.
  2. The Service Center Agency (SCA) is responsible for setting up the CSC and deciding their locations. They have an important role in promoting CSCs in rural areas. They can carry out various promotion campaigns at the state or local level. 
  3. The Village Level Entrepreneur (VLE) is the CSC portal operator.

The VLE operates the CSC portal. The aim is to have at least one CSC portal in each gram panchayat. At the state level, the responsibility of hiring and managing the VLE is with private companies called SCA. The qualifications to become a VLE are kept minimal to encourage participation. The higher the participation, the greater will be the success of the scheme.

  1. Common Service Centre (CSC) – Village Level Entrepreneur (VLE)
  2. Self-Help Group (SHG)
  3. Rural Development Department (RDD)

Eligibility criteria for CSC Digital Seva registration

Though the process to register for a Digital Service Centre is entirely free, you must fulfil the following eligibility criteria:

  1. You must be a local in the region where you wish to open a CSC, i.e. a resident of the region.
  2. You must be at least 18 yrs old.
  3. You should have completed a Telecentre Entrepreneur Course (TEC) in order to register as a VLE.
  4. You must have completed at least class 10.
  5. You should have an email ID and a valid mobile number.

Prerequisites to open a CSC Digital Seva Portal

Individuals are allowed to open a CSC portal if they tick off the following conditions along with the eligibility criteria mentioned above:

  1. You must own a space that is easily accessible to the public.
  2. KIOSK services must be available to the public from 8 AM to 8 PM.
  3. End-user services for all individuals must be delivered by the centre.

The person in charge of the centre must ensure that services are delivered effectively. In order to do so, the following is required:

  1. Two or more computers – Licensed Operating System, 1 GB RAM, 500 GB Hard Disc, and other specifications 
  2. Printer
  3. Digital camera
  4. Webcam
  5. Scanner

To register on CSC Digital Seva Portal, you must fulfil the eligibility criteria, document list, and basic requirements, such as a computer system with proper internet connectivity.

How to register for CSC?

Step 1: Visit the CSC’s official website.

Step 2: Click on CSC registration. You will be redirected to https://www.register.csc.gov.in.

Step 3: Click on ‘Click here to Register’ under the ‘VLE registration’.

Step 4: Select your application type. If you are an individual, select ‘CSC VLE’. Otherwise, choose one of the other options that apply. Enter your TEC Certificate Number. You can apply for the certificate from the same portal. Enter your mobile number, email, and captcha code. Then, select ‘Submit’. Complete the OTP verification.

Step 5: On this page, fill in your name, date of birth, gender, location type (rural or urban), authentication type (OTP, fingerprint, etc.), and captcha. Then, click on ‘Submit’.

Step 6: In the thorough application form, enter your personal details, location details (longitude and latitude using a map), banking details, your address, submit your photo, etc., carefully. Make sure to read the terms and conditions and re-check all the information you have filled in before you click on ‘Submit’.

Step 7: After submitting, you will be given an ‘Application form reference ID’. Write it down or save it in your system for later reference in the application process.

After completing the above steps, you will receive an acknowledgement mail on your registered email address. The application is forwarded to the nearest District Manager of CSC for online verification. However, in some cases, they may visit your centre’s location and then approve it.

Adding an operator to CSC registration

You can also register yourself for CSC by adding yourself as an operator. This is a shorter way. To do this, you will have to register as an operator with an individual who already has an ID and password for CSC. After that, you will get your login credentials and start operating a CSC in a few minutes.

How to check your CSC registration status?

You can monitor your application progress from the portal. With the below-mentioned simple steps, you can check the status of your CSC Digital Seva Portal application:

Step 1: Go to https://register.csc.gov.in/register/status

Step 2: Enter the Application Reference ID that you received in your email after completing the registration process. Fill out the captcha details and click on ‘Submit’.

You can now view the status of your application. In case your application is approved, you will receive your Digital Seva login details on your registered email ID and mobile number. You can reset your password on the portal and start availing and providing the services.

How to apply for a CSC TEC Certificate?

  1. Visit the official CSC Digital Seva Kendra portal
  2. Under ‘Apply’, click on ‘TEC Certificate’
  3. Wait to be directed to a new website. Then click on ‘Login with us’
  4. Under ‘Public Users’, click on ‘Register’
  5. Fill up the registration form by giving all the details
  6. Upload photo
  7. Enter the captcha code
  8. Click on ‘Submit’
  9. Pay Rs. 1,479 through your debit card, credit card, net banking, or UPI.
